What is a biocidal product?
A biocidal product is one which controls harmful organisms like pests or bacteria by means of chemical or biological action. Typical examples are disinfectants, wood preservatives, insect repellents.
What is the Biocidal Product Regulation?
The Biocidal Product Regulation (BPR, Regulation (EU) 528/2012) concerns the placing on the market and use of biocidal products. It is applicable from 1 September 2013 (with a transitional period for certain provisions) and repeals and updates the Biocidal Products Directive (Directive 98/8/EC).
The BPD/BPR has three main aims:
- to harmonise the European market for biocidal active substances and products containing them;
- to provide a high level of protection for humans, animals and the environment; and
- to ensure that products are sufficiently effective against target species.
It also attempts to minimise animal testing as far as possible by introducing obligatory data sharing of vertebrate animal tests.
The BPR covers a very diverse group of 22 product types, including disinfectants, pest control products and preservatives.
All biocidal products require authorisation before they can be placed on the market, and all active substances contained in that biocidal product must be previously approved.
Approval of active substances takes place at the European Union level and the subsequent authorisation of the biocidal products at Member State level. This authorisation can be extended to other Member States by mutual recognition. The Union is maintaining a list of approved active substances which companies can consult to identify active substances for use in biocidal products.
